Uneven Deterrant to Crime

It is proven and known that jail time ( and execution) are deterrents to crime. The problem is that across the US, ( as well as across the world) different states have different amounts of jail time and the person contemplating the crime is ofter unaware of the risk he or she is taking. personal marijuana use may get you a suspended sentence to 10 years. manslaughter ( murder) caused by drunken driving may get you 6 months to 30 years.
