If this occurred business would halt, doctors would be cut off from patient information, airports, law enforcement, governments all would be in complete chaos. Although some systems such as Os x and blackberries may still work, this is not an absolute. There are individual back up plans for functioning without computers but there is no coordinated plan that goes across regions and multiple service providers in the event that all computer operations were to cease.
