We've all heard about the dark underside of the Internet: the places where sex criminals post photos of children they've trapped in their lairs, the places where tricksters convince teenagers to strip and pose, the places where minors' budding sexuality is sold for a profit. Such grisly acts against minors are indeed prohibited by law in the United States, yet prosecution of such crimes remains a problem. As of June 2008, a prominent member of the U.S. House of Representatives was still claiming that not even 2 percent of pornography-related crimes against children in the U.S. were being prosecuted.
