How to facilitate Schools

I am living in a small village of Pakistan.
Here in our area, there is only one High schools, which is not enough for the students. The Government has no policy for the another school and nor facilitate this old one. In 2005 Earthquake, the whole school ground, and till now the students are studying in Tents. The people related to the area are also unable to build it again.
It is not a problem, how to build it, The problem is that...How to teach these students, because they are disturbed of this process of learning. Not only the students, the teachers also want to get rid of this problem.
