One suggestion is that to allow only specific amount per producer so as to prevent monopoly and abuse. When something is legalised it will get out of the columbian farmers will be motivated to look for other things to grow On this moment there is no replacement which will bring the same profit as cocaine so of course the farmers rather grow cocaine than tomatoe's you can't blame them and won't change that .
