In the absense of federal regulation, a private organization may wish to take up the watchdog function with respect to wet ash dumps. The organization could create a seal of approval for companies complying with cleanup and prevention demands. The question of funding of course remains relevant. It is possible, and probably most feasible, to assemble this private regulatory body as a conference of already existing environmental groups.
