Simple, novel and efficiient way to handle municipal waste

Turning waste into oil.

I would use dishwashing detergent to place where municipal waste is and pump it to the bottom of the tank or pool. Oil should surface. Add water to detergent also in bottom of pool or tank. This can be done in america already given to the DOE for using dawn dish detergent. in sewers in town and oil will float to the top of the waste treatment tanks.
