Secrecy in scientific research

User-generated Intranet

In order to have secrecy in scientific research, there needs to be a user-generated intranet that focuses on collecting scientific research and IP for each country. This should be able to preserve secrecy in the sciences. When countries do want to share information, they can post on a science extranet and communicate with those who they wish. Countries should make universities and research institutions should do a background check and check immigration status on individuals and have different clearance levels for every contributor to the science intranet for the country they are to provide research for. The different clearance levels should enable secrecy, by preventing those without citizenship (for example) to obtain classified information.
