Set up a hand operated brick or blockmacking machine near the dumpsite. Material can be shreded between 2 rollers to make "stone" and fine aggregate. Wash the aggregate with dishwash liquid to facilitate adhesion of cement. Lightweight building blocks or bricks with good insulation properties could then be manufactured by unskilled, unemployed persons.
