Swap area of conflict

Have a number of israeli workers swap with their counterparts in Hamas. These workers should not be military on either side but the people who have to sort out problems once the fighting has stopped.
Take them away from the area to somewhere like Dafur and put them in the same areas of work in a different conflict. They would begin to see the effects of conflict away from their own.
Have the workers picked by lottery and reward any useful suggestions. This will give a sense of perspective and maybe they will develop relationships which will help their own conflict
