Make the traffic lights more productive/active. It should be interactive with a traffic adaptation; it should be an eye and should know counting or measuring the number of vehicles in all directions. Important it could be more effective with emergency vehicles.
The “eye” of the traffic light count the vehicles and it only pass to green if the traffic grows at some velocity or after some programed time to make it green.
In the case of emergency vehicles, the vehicle can have installed a dispositive to make the emergency vehicle be detected by the traffic lights and make the work fast to let the emergency vehicle to approach quickly.
The detection could be made by hand (in alternative) to in case of a working traffic control.
