Possibly have developers supply a filter with their browsers? For example, prevent a browser from rendering any page that includes certain words in conjunction, ie 'bomb', 'grenade', 'mercury fulminate', etc etc etc. Although the approach may not sound feasible, I would hazard to guess that it would be the most effective. This, in conjunction with search crawlers compiling lists of sites that fit this description and automatically adding them to a blacklist that it supplies to the developers each quarter, in the case of possible work arounds.
