Criminalization of drug use

"Warehouse" irredeemable addicts, and provide them their drugs

The feds should house irredeemable heroine and cocaine addicts in very low cost housing which is clean and comfortable, and supply them their drugs. This would be cheaper than housing drug users in prisons, extending vast resources on the legal process for each arrest, sentencing etc. This would stop the violence and drug cartels, and would legitimize the farmers cultivating poppy and coca in South America and Afghanistan.
