The solution to this problem is to simply hold parents or guardians of young children responsible for their behaviors. Children at a young age are generally incapable of acting out with malicious intent. They merely mirror behaviors they have seen in their day-to-day existence. A parent or guardian of a child engaging in such behaviors should be made aware of the situation, and offered community services to assist in dealing with the problem. If the adult guardian or parent refuses to accept such services, he or she should be held accountable and liable for future antisocial behaviors on the part of the child.
