Alcoholic intoxication at work

Let workers know they will be called on it every time and receive a penalty.

Management can tell staff that when they smell alcohol on a workers' breath or sense behavior signifying drinking, they will speak about it in private. Then the employee will be penalized for it, either by being sent home without pay or other penalty which all staff and management agree upon.
