Colonize the ocean

Celestopia Project is an attempt at colonizing the ocean. People would use Celestopean Elemental Separators to mine the ocean’s waters for hydrogen and oxygen. Thermal Energy Converters (OTECs) would be used to harvest power from temperature differentials in the ocean. Domed residences would be resistant to forces of nature. Each floating city could house 5,000 to 10,000 people. The cities would slowly cover the surfaces of all of the Earth’s oceans.
