Create an after market attachment to the rims of cars. At a slow speed items rattle a recognizable pattern and pitch letting you know where they are and how fast they are moving, (percussion type). Almost like playing cards on bicycle spokes. At a higher speed it would change to a non offensive but recognizable twitter, (air powered). At freeway speeds it would stop making noise all together. This protects animals and humans.
