One problem with traffic jams is that they are caused when people believe a large main road is the fastest way to where they want to go. By providing other routes that utilize other streets that are empty during traffic jams (and concurrently implementing more roundabouts to reduce stop sign traffic), one can provide "release valves" that will spread the traffic evenly throughout the area instead of concentrating it in one small section.
