Allow users to file lawsuits

Allow users who continuously get spammed by companies sending out unwanted emails to get sued. Under the do not call list, a person can put thier email for do not mail. Under the do not call act, have a judge find it illegal to spam people on the list. If found doing so, the company can be liable. A user can sue the spammer for monetary damage.
