"De-Science" the Issue

An issue like this - a technical one - runs the risk of appearing to the public as an arcane, incomprehensible mystery. If public momentum is to build in the direction of change, the issue must be demystified - "descienced" if you will. By the same token, however, it would do the public little good to learn such barebones basics as to generate only fear. The public must be given layperson's language but still receive a comprehensive picture of the procedures underway.
