There is a company that manufactures a biological enzyme additive that is safe and effective. It can be used in salt water if the dilution is made with salt water. The solution comes in many sizes and is applied using a variety of methods from spraying to vessels with large paths. Such as airplanes, tankers, etc. It also has a shelf life of 5 years approximately so the government could stockpile a lot for future spills and probably not waste much, since oil spills seem to happen often.
