First, the constitution could never be implemented, but while we're dreaming...

Clarify (as was already clear with contemporary documents) that the commerce clause was to keep states from bickering with each other and to prevent the taxation of goods as they moved from state to state, and in this case nation to nation. This would make every nation a free trade zone, eliminating tariffs which only expand government and create artificially high wages and benefits for the workers in the tariff-issuing nation (as well as preventing competing nations from climing the economic ladder).

Clarify that the basic role of government is to protect the rights of the citizens, not to "help them." Educate the world in the fact that help comes from charity and to expect charity from government is to waste money that could otherwise help people.

Make public works unconstitutional on a global scale. Their purpose almost always to redirect the income of citizens to the friends and family of the elected to ensure reelection.

Also clarify that the role of government is not to provide "equal stuff" and therefore the redistribution of wealth is a fundament violation of the rights of the taxed party.

That's a pretty good start.
