I will focus on one aspect of the question which stated, "between 1996 and 1998, more than 90 bills that would diminish reproductive rights have been introduced in the USA, all but 13 of which have passed." Assuring reproductive rights is essentially a question of increased political awareness and involvement on the part of the general population. If the public does not want a large volume of laws in general then that population needs to be more politically active and aware. In a republic such as the United States the option of increasing public awareness is a realistic possibility as people can exercise their right to vote and make it clear via petitions why they have voted particular candidates out of office. The overall impact would be less laws in general as elected officials realized that this is what the public demanded.
