One of the most significant problems associated with chemical and biological warfare is that, often, research associated with providing scientific and medical advances that are beneficial to humanity is identical to research used to produce these weapons. In addition, there is currently no feasible means of insuring against the proliferation of technology used to create these weapons. While it is necessary to continue non-proliferation efforts, these efforts will likely be effective only in a distant future. Presently, the best course of action to counter the threat posed by these weapons is to increase investments in medical research seeking to find broadly-based vaccines that will hold the possibility of countering the wide variety of chemical and biological agents used in these weapons.
