The problem of information regarding the development of weapons is not new, nor is it unique to the internet. Information regarding weapons technology has been available for years in books at libraries and bookstores. Any effort to legislate against this problem will inevitably be ineffective due to the global nature of the internet. The only effective solution to this problem is to increase the emphasis in educational systems on basic human rights and values that stand in opposition to the indiscriminate use of such weapons. Individuals with an appreciation for these basic rights and values will be far less likely to utilize information that might cause harm.
