Balance Public Interest with Public Access

While it is true that the government does not “own” the airwaves, it is essential to understand that unregulated use of the airwaves would lead to a chaotic environment in which only the voices of those with the ability to build the most powerful transmitters would be heard. In order to fulfill its mission of serving the people, the government has to balance the public’s right to access to the airwaves with its mission of providing for the public good. One way in which this can be accomplished is for licenses to be granted only to entities agreeing to abide by guidelines established by the government insuring that public interest will be served by the grantees. In addition, some bandwidth should be reserved with an eye to future development that may require its use. While in reserve, this bandwidth could be utilized by private individuals who wish to access the airwaves, in accordance with the same guidelines established for entities who are granted licenses for the use of bandwidth.
