HYPOTHESIS
A large-scale, rapid (ONE MONTH) literacy program for adult females of child-bearing age, followed by a quick, simple health education program which they would use as reading practice, would be a low cost effective method of reducing the birthrate.
REASON
There is a strong inverse correlation between education and birthrate.
RESOURCES
As part of a DfID-funded program called PACS, 53,000 women were taught to read and write in Northern India in the last two years. Each student only spent 34 days @ 1hr 40 mins per day on the program. The drop out rate was minimal. The pass-rate was very high. This program can be replicated anywhere at very low cost.
NOTE
Official government figures for female illiteracy in South Asia enormously underestimate the problem of illiteracy. That's because semi-literates (someone who knows a few letters or can sign their name) are counted as literate, even thought for all practical purposes they cannot participate in education programs.
