Create rail train commuting

The rail trains or subways have proven to be an effective commuter system for high population urban cities. With the potential stimulus money available, a commuter train or subway could be developed for cities with high population. This would help reduce the traffic flow and reduce the use of gas by vehicles. Additional benefits include creation of jobs, and development of the cities.
