Better energy utilisation of ACs & Room Heaters

An ac/heater fitted in a room is forced to cool/heat the whole room, whereas it is actually required only to cool the occupants. In the process, it wasted power cooling/heating things and spaces which do not need cooling/heating.
This idea establishes a system whereby the ac has to cool the occupants, thus saving power

Full Description:
An ac/heater cools/heats the entire enclosed space it is fitted in, thus wasting its power in also cooling the tables, chairs etc of the room.It is so because the cooling power of the ac/heater is ' pushed out of the ac/heater' in all directions randomly.
Somehow, we should develop a system whereby the cooling/heating power of the ac/heater is used only to cool/heat only the occupants.
To do so, primarily we need a system whereby the cooling/heating power of the ac/heater is not ' pushed out evenly across', but is 'pulled up' by the occupants, preferably ' as required'. This will, obviously,significantly reduce the load on the ac.
To do so, there could be several approaches
1. The occupants of the room need to wear/consume some product which ' attracts cooling/heating'.
2. Better utilize the power of ' radiative heat transfer', through which the heat transfer is directly between two specific points without wasting heat in also changing the temperature of the medium.
3. The ac/heater should push out ' small dollops' of cooling/heat at a low rate. There needs to be some systems whereby these ' dollops of cooling/heating' get attracted towards the room occupants so that they receive a ' high concentration' of the low strength dollops and thus get better cooled/heted than the surroundings. Once a fixed concentration is 'sensed' there should be some system to quickly 'pour out' all ' free dollops in that direction.

Problem this idea/invention addresses:
It reduces the power used by an airconditioner/heater for cooling/heating the occupants in a room.
