schoolbus safety signal

Summary:
I would mount transmitting devices onboard the school bus. These would then send signals to all cars within 200 meters. The cars would be outfitted with tamper proof receivers that would slow the vehicles down by use of a computer. The spped would be reduced to 5 mph. Once free of the schoolbus and the school zone the car would be out of signal range and return to regular operations.

Full Description:
The federal gov would have to mandate use of auto manufactures to install the onboard recievers. Or the insurance companies could require them. You are required by law to stop for the bus anyway. This would help remind you by slowing your vehicle automatically. The same reciever and transmitter could be installed on law enforcement vehicles to end highspeed chases. During your cars anual sfaety inspection the receiver would be tested and checked for illegal tampering.
