PROBLEM TO BE SOLVED: To provide a delivery system useful for delivering a double-stranded ribonucleic acid that achieves gene silencing in glomeruli, particularly mesangial cells or other cells to the tissues or cells; and others. ; SOLUTION: A polyion complex is in the form of a non-polymeric micelle, which is composed of a double-stranded ribonucleic acid and a block copolymer represented by formulae (I) or (II) electrostatically coupled to each other and has an average particle diameter measured by a dynamic light scattering method of less than 100 nm.
