Marc Chimes's Problem Solving Experience:

  1. As Interim Director of Telecommunications for the City of New Orleans, I established the office, set policies, created procedures and laid the foundation for the City's cable television licensing process.
  2. In 1983, using 120 Osborne computers rented from GE, I produced an IT system that captured responses from telephone banks in seven cities making 100,000 phone calls a day, and transmitted the results of those calls at 300baud to an IBM 360 mainframe that generated 850,000 direct mail responses to the United States Congress.
  3. I produced the first grassroots lobbying campaign ever executed in Canada, on behalf of three corporations seeking to blunt the Government's efforts at restricting the advertising of tobacco products. The effort was successful in stemming such regulations for decades.
  4. I've produced radio and television commercials for over 500 local, state and federal candidates, as well as for a wide variety of referendum and ballot measures. This required the successful understanding of polling data, voting patterns, issue resonance and voter sentiments.
  5. For a major natural-gas utility, I've been part of a team that designed the energy-efficiency brochures that potential buyers were given when shopping for a condominium, the eco-centric television programming that showed on the sample condo's TV, the 12-story banner that highlighted the eco-friendly features of the development's natural gas utilities, and created the Twitter campaign that continued to keep potential customers interested in the benefits of natural gas energy.
  6. For the Department of Homeland Security, I was part of a team that participated in the second TOPOFF Bioterrorism Simulation Campaign, wherein a dirty bomb was hypothesized in Seattle as a diversion from plague being released in Chicago. In our simulation we set up a real-time, full-time CNN-like television channel for five days, reporting the events of the exercise to all participants nationwide.
  7. Starting in 1979, I produced some of the first software for precinct targeting, door-walking, phone-banking and voter contact ever used in American politics. I advised Presidential campaigns on IT strategies, and utilized geodemographic targeting on a national scale for major grassroots lobbying campaigns.
